Moving to Greener Pastures? Multinationals and the Pollution Haven Hypothesis
نویسندگان
چکیده
This paper presents evidence on whether multinationals are flocking to developing country "pollution havens". We begin with data from four developing countries, examining the pattern of foreign investment in Mexico, Venezuela, Morocco and Cote d'Ivoire. We find almost no evidence that foreign investors are concentrated in "dirty" sectors. We then examine the behavior of multinationals located in these four countries, testing whether there is any tendency for foreign firms to pollute less than their peers. To do this, we use consumption of energy and ‘dirty fuels’, as a proxy for pollution intensity. We find that foreign plants are significantly more energy efficient and use cleaner types of energy. We conclude with an analysis of US outbound investment between 1982 and 1994. We reject the hypothesis that the pattern of US foreign investment is skewed towards industries with high costs of pollution abatement.

Pollution Havens and the Regulation of Multinationals with Asymmetric Information
This paper develops a common agency model to analyze the strategic interaction between governments in regulating polluting multinationals. We show that when a firm has private information about its production technology relating output to pollution that is difficult to monitor, the information rent extraction behavior of non-cooperative governments will work against the “pollution haven” hypoth...

Environmental problems have become a critical global issue, especially the global warming issue resulting from increased greenhouse gases over the past few decades. Nevertheless, due to the importance of foreign direct investment (FDI) for some countries, they use their environment as a comparative advantage to attract FDI. In this study, by using a theoretical model, we review the pollution ha...
متن کاملA Test for the Pollution Haven Effect in the Selected EU-Asian Countries
The pursuit of sustainable development requires balancing the objectives of FDI, Trade, economic growth and environmental protection. Achieving a balance between these often-conflicting priorities is difficult enough at the national level, where competing interests are at least grounded in a common environmental, social and economic context. At the international level, where different countries...
متن کاملTo Shut Down or To Shift: Multinationals and Environmental Regulation
According to the pollution haven effect (PHE) mobile capital responds to environmental regulation by moving from countries with high regulation to those with low regulation. Previous tests of the PHE have focused on host country regulation effect. This study also examines the effect of home country regulation on foreign direct investment (FDI). I use a panel of 28 OECD countries for 1981-2000 t...

Trade liberalization has impacts on the quality of the environment, i.e. on the emission of pollutant gases according to its size, composition and technology. On the other hand, trade liberalization is followed by international capital mobility intensification. Meanwhile according to the Pollution Haven hypothesis, transfer of pollutant industries starts from countries with tough environmental ...
